Google App engine: Image Scaling
You can use following app engine classes to resize images using Java.

Transform resize = ImagesServiceFactory.makeResize(width,height);
Image newImage = imagesService.applyTransform(resize, oldImage);
byte[] newImageData = newImage.getImageData();

return newImageData ;
